This article establishes a process to facilitate communication between the City Manager or designee and the selected representatives of the City’s Public Safety Sworn and non-sworn Ambulance EMT and Paramedic Employees regarding certain subjects connected to their employment through a "Meet and Discuss/Meet and Confer" process.

Sworn Employees in the job classification of Battalion Chief and Lieutenant may select representatives for the purpose of participating in the Meet and Discuss process on their behalf, pursuant to this article. The certified representatives of these Groups may meet with the City Manager or designee to discuss certain defined subjects, such as the wages, hours, benefits (excluding health care), and working conditions of employees in the Employee Group.

Sworn Employees in the job classification of Captain, Engineer, Firefighter, Police Sergeant and Police Officer and non-Sworn employees in the job classifications of Ambulance EMT and Ambulance Paramedic may select representatives for the purpose of participating in the Meet and Confer process on their behalf, pursuant to this article. The certified representatives of these Groups may meet with the City Manager or designee to discuss certain defined subjects, such as the wages, hours, benefits (excluding health care), and working conditions of employees in the Employee Group.

This article also establishes the method for communicating recommendations that may result from the Meet and Discuss/Meet and Confer process to the Goodyear City Council through the City Manager utilizing the Meet and Discuss/Meet and Confer process.

Pursuant to the Meet and Discuss process, an Employee Organization may meet with the City Manager or designee on behalf of an Employee Group regarding issues such as wages, hours, benefits (excluding health care) and other similar items that are mutually agreed upon by the Employee Organization and the City Manager or designee. The Meet and Discuss process shall not result in a Memorandum of Understanding or similar memorialized written document.
