The purpose of this section is to define and describe an orderly process by which Eligible Sworn Police and Eligible Sworn Fire Employees of the City of Goodyear and their designated representatives can Meet and Discuss with the City Manager or designee certain matters relating to their wages, hours, benefits and working conditions.

(A) A Certified Public Safety Sworn Employee Organization may initiate the Meet and Discuss process for the following Budget Year by submitting written recommendations that are specific with respect to their subject matter, proposed effective dates, and estimated cost to the City Manager no earlier than November 1st and no later than November 30th preceding the Budget Year.

(B) The City Manager or designee will meet at a reasonable time within the City of Goodyear with each Certified Public Safety Sworn Employee Organization that submits written recommendations in compliance with this procedure, to provide an opportunity to discuss the written recommendations. Following the scheduled meetings, the City Manager or designee will prepare a written response to the Public Safety Sworn Employee Organization’s recommendations. Up to two additional meetings will be held if requested by either the City Manager or the Public Safety Sworn Employee Organization. Additional meetings may be scheduled if deemed necessary by the City Manager.

(C) Those items agreed to in the written proposals will be submitted as part of the City Manager’s proposed budget and will be considered during the Council’s budget hearings.

(D) The City Manager’s Office also will provide a report to the Goodyear City Council summarizing the issues discussed during the Meet and Discuss process.

(E) The City Council shall have sole discretion to accept, modify and/or reject any proposal, recommendation and/or report during the budget process. (Ord. 11-1249, passed 10-24-2011; Am. Ord. 22-1558, passed 9-26-2022)
