(A) The City of Goodyear is committed to promoting open and honest communication between City Management and City employees regarding employment issues.

(B) The City Manager’s Office will maintain an "open door" policy regarding communication with employees and will use a variety of resources to actively and regularly communicate with employees. Employees are encouraged to communicate directly with the City Manager’s Office about issues of interest to them, including employment issues, throughout the year.

(C) The Meet and Discuss/Meet and Confer process will respect both the rights of City Management and employees, as defined in this article.

(D) The City of Goodyear currently has in place a number of personnel rules, policies, regulations and practices to effectively respond to and resolve the employment issues that are raised by its employees. The process outlined in this article is intended to provide an additional tool that will supplement the City’s efforts to establish positive and mutually rewarding employment relationships with employees. It shall not be construed as intending to repeal, usurp or bypass any current or future City of Goodyear personnel rules, policies, regulations or practices dealing with employment issues. Individual employment terms and cases of employee discipline are outside the scope of this article. (Ord. 11-1249, passed 10-24-2011)
