A User with an expiring wastewater discharge permit shall apply for the reissuance of their wastewater discharge permit by submitting a completed permit application, in accordance with Section 12A-4-4 and application fee at least 90 days prior to the expiration of the User’s existing wastewater discharge permit. A User whose existing wastewater discharge permit has expired and who has submitted a reapplication in the time period specified herein shall be deemed to have an effective wastewater discharge permit until the Director issues or denies the new wastewater discharge permit. A User whose existing wastewater discharge permit has expired and who failed to submit a reapplication in the time period specified herein will be deemed to be discharging without a wastewater discharge permit and subject to enforcement action.
