The lids or covers of all containers shall at all times be kept closed so that flies and other insects may not have access to the contents and shall only be opened while the containers and receptacles are being filled, emptied, cleaned, or inspected. The customer shall ensure that containers are secure with no refuse overhanging or obstructing the lid from completely closing. Customers shall report to the Director any damaged container lids or container lids that do not fit securely on the container. (Ord. 08-1151, passed 12-15-2008; Am.
