(A) Unless otherwise provided for in this chapter, all refuse and recycling shall be hauled for disposal by the City, only in the designated containers provided by the City and assigned to the customer’s address. The container is assigned to the customer’s address at the time service is activated at that location by that customer. No container may be transferred or reassigned to a new or different address without the prior written consent from the City.

(B) All customers shall accept both the refuse and recycle containers provided by the City. Those persons receiving service in the area formerly known as Mobile may be exempt from this requirement upon receipt of written approval from the City Manager. Customers that refuse to accept a recycling container or have had container(s) removed due to excessive contamination may be charged an additional fee.

(C) Container Size. Customers may select the size of refuse and recycling containers for use in the City’s sanitation collection services, at the time the account is activated. One change in each container size will be permitted per fiscal year without incurring any additional fee. An additional administrative fee shall automatically be charged to any account requesting more than one size change for each refuse or recycling container per fiscal year.

(D) Additional Refuse Containers. Customers may request an additional container for refuse, provided the customer is utilizing the largest container size. An exception will be made for customers in which physical or storage limitations require multiple, smaller containers as determined by the City. Customers may be required to pay an additional security deposit for additional containers and will be billed an additional monthly service fee for the collection of each additional refuse container.

(E) Additional Recycling Containers. Customers may request an additional recycling container, provided the customer is already utilizing the largest container size. An exception will be made for customers in which physical or storage limitations require multiple, smaller containers as determined by the City. Customers may be required to pay an additional security deposit for additional containers. No additional monthly service fee for collection will be assessed for the additional recycling container.

(F) Replacement Container Fee. A replacement fee may be assessed and/or security deposit(s) may be forfeited when a container is lost, damaged, missing or when pulled by the City for repeated container inspection violations. Customers may be required to pay an additional deposit for every replacement container. Customers should contact the Finance Department if their assigned containers are damaged, lost, missing or stolen to mitigate additional fees.

(G) Closed Account. The security deposit and all container(s) deposit(s) will be refunded to the customer once the customer’s Goodyear utility accounts (sanitation, sewer, and water) are all paid in full with no remaining or pending balance due and the City receives confirmation that the assigned undamaged containers have been returned to the City.

(H) Multi-Family Residential Dwelling Unit Refuse and Recycling. Participation in the City’s refuse and recycling program is optional for all multi-family residential dwelling units when City sanitation services are provided. If City sanitation services are not provided, a refuse transporter shall be used for sanitation services.

(I) Commercial Recycling. Commercial entities may sign up to participate in the City’s recycling program. Upon request, recycling container(s) will be provided based on the need and a refundable container deposit and monthly fee will be assessed and paid.

(J) Bulk Roll-Off Collections. Additional deposits and fees will be assessed for drop-off, pickup and disposal for various sizes of roll-off dumpsters utilized for short term collection periods.

(K) Container Maintenance. Customers are required to properly bag all refuse before placing it in a container, and shall maintain containers in a sanitary condition, and in good repair. Hot ashes, hazardous materials, objects that could result in damage to the container or other precluded waste shall not be placed in City containers. Containers may be periodically inspected by the City, and any container that is damaged due to the negligence of the customer shall be replaced at the expense of the customer. The cost of the container will be added to the customer’s monthly bill.

(L) Only customers that have paid all outstanding City sanitation, water and sewer fees will receive City provided containers for refuse and recycling collection, unless otherwise authorized in writing by the City Manager.
