(A) To carry out the responsibilities and duties set forth herein, there is hereby created a "Goodyear Sister Cities Commission" to consist of 15 members. The Commission should include members who are representative of a diverse community, and to the extent practicable, members of racial or ethnic minorities.

(B) The Commission will be composed of 15 persons, including three ex officio members: the Mayor, a Councilmember, and the Economic Development Director, or their designees. Their terms are permanent. One member of the Youth Commission will serve as a member of the Sister Cities Commission with a term of one year. The remaining members, 11 citizens, shall serve staggered three-year terms. For the first term, six members will serve for three years and five members for a term of two years. If a vacancy occurs on the Commission, the City Council shall appoint the alternate member to complete the unexpired term. The unexpired term does not count against total appointment time. Members shall serve until their successors are appointed.

(C) The initial Chairperson of the Commission shall be appointed by the Mayor and City Council for a term of one year. Subsequent Chairpersons shall be elected by the members of the Commission for terms of one year. No member shall serve on the Commission for more than two consecutive three-year terms. All officers shall be elected from among the membership of the Commission.

(D) The Commission shall act as an advisory body to the City Council and make recommendations as appropriate.

(E) Four of the seven members of the Commission shall constitute a quorum for conducting Commission business and action may be had upon a majority vote of the quorum.

(F) The Commission should make an annual report to the City Council at the end of the City’s fiscal year, and otherwise report to the City Council on an as-needed basis to carry out the programs and activities approved by Council.

(G) The Commission may organize committees and adopt rules and procedures necessary to accomplish its purpose. (Ord. 07-1088, passed 9-24-2007)
