(A) All Alarm Users, whether for a business or residence, shall do the following:

(1) Properly instruct all persons who are authorized to activate or deactivate the Alarm System in the appropriate method of operation, which includes how to activate and deactivate the Alarm System, and provide them with the password (including the proper spelling) and the Central Monitoring Station telephone number.

(2) Instruct all authorized Alarm Users of the provisions of this chapter, emphasizing the importance of avoiding False Alarms. It is presumed that proper instruction has not been provided if there are more than three False Alarms annually for an Alarm Site.

(3) Maintain the Alarm Site and the Alarm System in a manner that will reasonably eliminate False Alarms, which includes proper maintenance and repair.

(4) Respond or cause a Responsible Party to respond to the Alarm Site within 30 minutes of receiving a request by Telecommunication Operators or public safety personnel to do so. Persons responding must have the ability to: access the premises; the authority and ability to provide public safety personnel access to the Alarm Site where an alarm signal is being emitted; the current alarm code to reset or deactivate the alarm, or the ability to consent to the deactivation of, or repair, of a malfunctioning Alarm System.

(5) Notify the Alarm Business monitoring the Alarm System prior to activation of an alarm for maintenance, repair, testing or instructional purposes.

(B) It shall be unlawful for any owner of an Alarm System, or Alarm User, to fail to correct and repair Alarm Equipment and/or fail to provide proper instruction in the use of the Alarm System to every person with authority to activate or deactivate an Alarm System.

(C) All Alarm Users shall provide the Alarm Business monitoring the Alarm User’s Alarm System with current information regarding the Alarm User, which includes, but is not limited to, the names and telephone numbers of the Primary Alarm User and the address where the Alarm System is located; the names and telephone numbers for the Alarm Users designated as Responsible Parties; and all other contact information necessary to be used for Enhanced Call Verification and Responsible Party notification.

(D) If an Alarm User uses an Alarm System without the assistance of an Alarm Business, the Alarm User is subject to the same duties, responsibilities and restrictions as an Alarm Business provided in this chapter. (Ord. 12-1252, passed 2-13-2012)
