(A) If a person pleads responsible or is found to be responsible for any civil violation of this article, unless otherwise provided herein, the court shall impose the following civil penalties:

(1) A fine not less than $50 and not more than $500 plus costs and surcharges for a first violation;

(2) A fine of not less than $100 and not more than $800 plus costs and surcharges for a second violation within one year; and

(3) A fine not less than $200 and not more than $1,000 plus costs and surcharges for each additional violation within one year.

(B) If a person pleads responsible or is found responsible for a civil parking violation of an area restricted for the physically disabled, the court shall impose a civil sanction of not less than $50 plus costs and surcharges and not more than $300 plus costs and surcharges. The court may suspend or reduce the fine upon receipt of proof that the person cited possessed a valid special identification placard or plate at the time of the alleged violation.

(C) Violations of any section of this article are subject to all criminal penalties provided in Article 1-8. All violations may be pursued both civilly and criminally. Nothing in this article shall be construed to preclude the City from pursuing the matter civilly and/or criminally as well as any and all other remedies provided by law.

(D) The registered owner of the vehicle is responsible for a parking ticket issued for a violation of this title, whether or not the owner was the operator or otherwise in possession of the vehicle at the time of the violation and whether or not the owner actually received the citation/parking ticket.
