(A) Any violation of or failure or refusal to do or perform any act required by the provisions of this article may be prosecuted as a civil traffic violation and/or a criminal violation, subject to all penalties provided in City code and law.

(B) Every person in whose name a vehicle is registered or licensed shall be prima facie responsible for any parking or standing of the vehicle in violation of any provision of this article or any other City ordinance prohibiting or restricting the parking or standing of a vehicle shall be jointly and individually liable for the violation and for the civil sanction prescribed herein.

(C) No person shall cause or allow a vehicle to be parked in violation of any provision of this article regulating time, place or method of parking. Violations of any provision of this article regulating the time, place or method of parking which are continuous in nature shall constitute a separate and distinct violation for each full hour thereof.

(D) It shall be no defense that the vehicle was parked illegally by another unless proof is presented that the vehicle had been stolen and not returned to the registered owner by the date of the violation.
