(A) Violation of any section of this article is a civil violation, and Article 18-1 of this code governs the enforcement of the provisions of this article.

(B) In any action brought under or arising out of any of the provisions of this article, the fact that the defendant engaged in any business for which a permit is required by this article or that the party exhibited a sign indicating the existence of a business shall be prima facie evidence that the person is engaged in business.
