The members of the Reserve shall render auxiliary support, without compensation, to the Police Department under such rules and regulations as the Chief of Police and Council may prescribe. Members of the Reserve may be called to duty by the Chief of Police during the time of or in anticipation of any emergency situation or other occasion which, in the opinion of the Chief of Police, shall reasonably require the aid of personnel other than that of the regular Police Department to maintain peace and good order in the City. Members of the Reserve may also be called to duty at other times for training with the regular Police Department. Each member of the Reserve shall, before entering on his or her duties, be required to take an appropriate oath. Each member shall have the powers and authority of a peace officer during such time and only such time as he or she is on duty in response to a call by the Chief of Police, subject to such limitations as may be prescribed under rules and regulations adopted by the Chief of Police.
