(A) Enforce this code and the statutes of the State of Arizona within jurisdictional limits as conferred by law and to arrest and charge the violators thereof;

(B) Enforce the traffic regulations of the City as specified in Chapter 13 of this code and enforce the traffic laws of the state within the limits of the City;

(C) Perform such additional duties as may be required by the City Manager;

(D) Any peace officer or duly authorized agent of the City may stop and detain a person as is reasonably necessary to investigate an actual or suspected violation of any provision of this code and to serve a copy of the traffic complaint for any alleged civil or criminal violation of this code.
