(A) This Chapter shall be known as the Special Event Ordinance and may be cited as such.

(B) The City recognizes the need to encourage and promote events for the greater good, cultural diversity, and promotion of the City.

(C) The City finds that there are increased demands on City resources from outdoor events in the City streets, sidewalks and parks and for certain outdoor gatherings on private property, and that these events can also create unreasonable adverse impacts to neighboring property owners, businesses, City residents and the general public. In order to conserve and allocate City resources and to provide protections for the public safety of the event participants, neighboring property owners and businesses, the City and its residents, and the general public, it is necessary to regulate the use of the City’s parks, streets, and public areas by those desiring to hold events on public property and to regulate certain outdoor events on private property.

(D) The intent of this Chapter is to promote Special Events while providing minimum standards for the protection of event participants, neighboring property owners and businesses, the City and its residents, and the general public. (Ord. 14-1301, passed 6-23-2014)
