(A) The City has the duty to regulate and oversee the use of the City’s streets and public ways, subterranean spaces and air rights. The City finds that the management of the streets and public ways has been made more complex because of the increase in building construction and influx of competitive telecommunications providers, and a corresponding increase in vehicular traffic, along the City’s major arterial streets.

(B) In order to minimize the number of street cuts, to preserve and prolong the integrity of the streets and public ways, the City requires that all telecommunications applicants will comply with all city street and public ways construction and management policies, including participation in joint trench projects as designated by the City.
