The purpose and intent of this chapter is to provide for a procedure to be followed for the modification of an assessment in a municipal improvement district as defined and referred to in A.R.S. Title 48, other than community facility districts and to provide for the establishment of fees in order to compensate the City for the expense incurred in analyzing each request for modification and in computing, assessing and collecting new assessments.
