(A) Except as necessary to avoid conflict with other traffic or if in compliance with law or the directions of public safety personnel or official traffic control device, no person shall stand or park a motor vehicle, trailer, travel trailer, equipment or device (whether attended or unattended) in any of the following places:

(1) In front of a public or private driveway;

(2) Within 20 feet of an intersection;

(3) Within 15 feet of any fire hydrant;

(4) Within a designated crosswalk, bike lane or turn lane;

(5) Within 20 feet to any crosswalk at any intersection;

(6) Within a designated 15 miles per hour school crossing zone;

(7) Within 30 feet on the approach of any flashing beacon, stop sign, yield sign, or traffic control sign, or traffic control signal at the side of a street;

(8) Within 50 feet of the nearest railroad crossing or within eight feet, six inches of the center of the railroad track except while a motor vehicle within motive power attached is loading or unloading railroad cars;

(9) Within 20 feet of a driveway entrance to a fire station and, on the side of a street opposite the entrance to any fire station, within 75 feet of the entrance when properly posted;

(10) On a bridge or other elevated structure on a highway, public street, public right-of-way or tunnel;

(11) On a public road or roadway in the opposite direction of traffic flow;

(12) In any area designated by the City as a fire lane;

(13) At any place where prohibited by signs or rules;

(14) Within a designated bicycle or turn lane;

(15) When double parked on a public road or roadway; or

(16) In any other location which impedes, restricts or prevents travel over or across any public roadway.

(B) Exceptions: nothing within this article shall be interpreted as prohibiting:

(1) Public safety personnel or emergency vehicle parking; or
