Any user who discharges, or causes the discharge of wastewaters which cause damage to the POTW, interference, pass-through, upset, or any other damages resulting in costs to the POTW shall be liable for all damages, costs, fees, fines and all other penalties resulting from or arising out of the user’s actions.
