The Mayor may, or at the request of three (3) members of the Council, by giving notice thereof to all members of the Council, call a special meeting of the Council for a time not earlier than twenty-four hours after notice is given and posted pursuant to law. Special meetings of the Council may also be held at any time by the common consent of four (4) members of the Council, provided notice is given and posted as in special meetings called by the Mayor. Items to be considered at a special meeting shall be included in the notice.
