Any person aggrieved by the denial of an application for a license as provided for in this article, or by the decision with reference to the revocation or termination of such license, shall have the right to appeal to the City Manager or designee in writing. Such appeal shall be taken by filing with the City Manager or designee, within 14 days after notice of the action complained of has been mailed to the aggrieved person at the address identified in their application, a written statement setting forth fully the grounds for the appeal and the relief requested. The City Manager shall issue a written decision, in the same manner as provided for notice of revocation, within 30 days from receipt of the appeal.
