(A) Before offering for rent or renting a STR within the City of Goodyear, the owner of a STR shall apply for a Goodyear STR license on a form or platform specified by the City. The Goodyear STR license application shall include the following information:

(1) Name, address, phone number, and email address for the owner or owner’s agent.

(2) Address of the STR property.

(3) State of Arizona Transaction Privilege Tax (TPT) License number or other proof of compliance with A.R.S. § 42-5005.

(4) The name and contact information of a person(s) designated as an emergency contact(s), and the name and contact information of a person(s) designated as a property complaint contact(s).

(B) The property owner shall notify the City, in writing, of all changes in the emergency contact information and/or property complaint information required by this section, not less than 10 days prior to the effective date of the change.

(C) The City Manager or designee shall develop the necessary forms and/or database necessary to implement subsections (A) and (B) of this section.

(D) Any person designated as an emergency contact upon the request of the City "in the event of an emergency" shall respond in person within one hour to the physical location of the STR for which they are a designated emergency contact. For the purpose of this section, "in the event of an emergency" means any time police, fire, code enforcement, or other public safety personnel respond to the physical location of a STR for a call for service. In addition, any person designated as responsible for responding to property complaints, upon the request of the City, shall respond in-person, by telephone (including messaging if available), or by email within 24 hours after initiation of contact by a police or fire department officer, code enforcement officer, or other City employee for a property complaint or incident that is not "in the event of an emergency."

(E) It shall be a civil offense subject to a maximum civil fine of $1,000 for every 30 days that an owner of a STR fails to provide the contact information required by subsection (A) of this section. The City shall provide the owner of a STR with 30 days advance written notice before imposing the initial civil penalty pursuant to this subsection (E).

(F) A violation of subsection (B) of this section is a civil offense subject to the appropriate fine for a verified violation pursuant to Section 8-2-9(A) and (B).

(G) It shall be a civil offense for any person designated as an emergency contact upon request by the City to fail to respond pursuant to the one hour in-person response timeline required by subsection (D) of this section; and, it shall be a civil offense for any person designated as responsible for responding to property complaints, upon request by the City, to fail to respond to the 24 hour in-person, telephone (including messaging if available), or email response timeline required by subsection (D) of this section. Failure to respond in compliance with said timelines shall be a civil offense subject to the appropriate fine for a verified violation pursuant to Section 8-2-9(A) and (B).
