(A) All permits issued under the provisions of this article shall identify the specific purpose for which the permit is requested and the duration of the permit. The duration of the permit shall not exceed one year or the period of time requested by the applicant, whichever is less.

(B) A permit issued under the provisions of this article may be revoked at any time by the Chief of Police after notice and opportunity to appeal in writing to the City Manager or designee, for any of the following reasons:

(1) If any statement made by the applicant in the application proves to be incomplete, false, incorrect or unverifiable; or

(2) If the applicant fails to produce the permit issued under the provisions of this article upon demand to do so by any law enforcement officer of the City or any occupant of any residence or business in the City; or

(3) As provided in the guideline or article; or

(4) For any violation of any provision of this article, law, code, rule or regulation.

(C) Notice of the revocation shall be given in writing by setting forth specifically the grounds of the complaint and such notice shall be mailed, postage prepaid, to the applicant at the local address provided on the application.

(D) The denial of the application for a permit as provided herein, or in the decision with reference to the revocation of a permit, may be appealed to the City Manager or designee in writing. Such appeal shall be taken by filing with the City Manager within 14 calendar days after notice of the action complained of has been mailed to the aggrieved person’s local address as provided on the application submitted to the City along with a written statement setting forth fully the grounds for the appeal and the relief requested. The City Manager shall issue a written decision, in the same manner as provided for notice of revocation, within 14 working days from the City Manager’s receipt of the appeal.
