Unless otherwise exempted under this article, any person, any business and any person acting on behalf of a business in any capacity, that will be conducting any business as a solicitor, peddler, hawker, canvasser, salesperson or vendor of goods, wares, merchandise, newspapers, magazines or services for profit who goes from dwelling to dwelling or to only one dwelling in the City shall obtain a peddler permit from the Chief of Police.
