Definitions. For the purposes of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning:

APPLICANT means the person seeking a peddler permit.

CHIEF OF POLICE means the City of Goodyear Chief of Police or designee.

CITY MANAGER means the City Manager of the City of Goodyear or designee.

OFFICIAL PHOTO IDENTIFICATION means a valid driver’s license or identification card issued by any state in the U.S., U.S. military identification or passport.

PEDDLER OR HAWKER OR VENDOR means any person, solicitor, or canvasser, either principal or agent, who, from any public street or public place, or by going from house to house or from place of business to place of business, on foot or on or from any vehicle, sells or barters, offers for sale or barter or carries or exposes for sale or barter any goods, wares or merchandise, except newspapers.

PEDDLER PERMIT APPLICATION PROCESS GUIDELINE OR GUIDELINE means the guideline contained in the City of Goodyear administrative manual adopted by the City Council as amended from time to time.

PERMIT means a permit authorized under this section.

PERMITTEE means the recipient of the permit authorized under this chapter.

SERVICES means any form of profession or trade service to another.

SOLICITOR OR CANVASSER means and shall include any person who goes from place to place or from house to house or who stands in any street or public place taking or offers to take orders for: goods, wares or merchandise, except newspapers, services to be performed in the future; or making, manufacturing or repairing any article or thing whatsoever for future delivery.
