The appointment, promotion and tenure of all employees identified in § 3-3-1 shall be conditioned solely on merit, fitness and the satisfactory performance of the duties and responsibilities assigned. No employee or applicant for employment shall be discriminated against on the basis of race, color, religion, gender, political affiliation or handicapped status. (Prior Code, § 3-3-2)
