(A) All ground-mounted equipment shall be installed in a manner that minimizes the visual and ingress/egress impact to the general public. All work shall be performed in a professional manner that is consistent with the highest standards of workmanship.

(B) The following specific criteria shall apply to ground-mounted equipment:

(1) All ground-based wireless equipment shall be installed in a location that does not impair or interfere with SVE or SVT safety requirements. To ensure proper sight distance, all City of Goodyear Standard Details G-3228 and G-3232 shall apply.

(2) All ground-based wireless equipment, including but not limited to equipment cabinets or power pedestals, shall be placed as far as practical to the edge of the right-of-way while maintaining at least three feet of ingress/egress in the right-of-way or public utility easement around the equipment.

(3) All ground-mounted electrical equipment shall maintain minimum horizontal clearance from below-ground utilities:

(a) Clearance from water lines shall be at least six feet.

(b) Clearance from water service lines shall be at least three feet.

(c) Clearance from fire hydrants shall be at least seven feet.

(d) Clearance from sewer lines shall be at least six feet.

(e) Clearance from sewer service lines shall be at least three feet.

(f) Clearance from storm drain lines shall be at least two feet.

(g) Clearance from gas lines shall be at least six feet.

(h) Clearance from telecommunication lines shall be at least one foot.

(i) Clearance from cable television lines shall be at least one foot.

(j) Clearance from traffic signal poles and controllers shall be at least six feet.

(k) Clearance from a streetlight pole shall be at least six feet.

(l) Clearance from all other aboveground or underground infrastructure shall be at least six feet.

(m) Clearance from sidewalk shall be at least one foot.

(n) Clearance from back of curb shall be at least three feet.

(4) The City Engineer may allow a lesser horizontal clearance if the wireless provider demonstrates that, based on factors unique to the site, a lesser horizontal separation is necessary and will not adversely affect said facilities. The wireless provider may elect to work with the affected utility to move lines, pipes, equipment or facilities to provide the minimum clearance; however, all costs associated with any relocation shall be at the sole expense of the wireless provider.

(5) The ground equipment shall maintain a minimum 12-inch clearance distance from sidewalks. The City Engineer may require a more than the minimum clearance if necessary to ensure the safe use of the sidewalk and adjacent area.

(6) Where the proposed above-ground equipment or structure is to be over 36 inches in height, evidence or documentation shall be submitted demonstrating that the equipment or structure will comply with applicable City of Goodyear City Code and Zoning Ordinance requirements.

(7) Ground-mounted equipment shall be either contained within a cabinet or similar enclosure, or be screened. The design and type of screening materials proposed shall match or otherwise be compatible with the design and colors of existing ground equipment, facilities or walls within the immediate area and shall be submitted for approval by the City Engineer. In cases where screening is not proposed or otherwise required, the equipment shall be painted to match the color of existing ground equipment, facilities or walls within the immediate area. An anti-graffiti finish shall be applied to all screening material.

(8) Ground-mounted equipment shall comply with the following identification requirements:

(a) All equipment manufacturers’ decals, logos and other identification information shall be removed unless required for warranty purposes.

(b) The owner of the ground equipment on the site shall affix an "Emergency Contact" decal or emblem to the ground equipment that includes the name of the site and a contact number for the owner of the equipment.

(c) A four-inch by six-inch Radio Frequency Safety sticker shall be mounted on the pole no less than 24 inches from the base of the antenna, on the side of the pole facing away from traffic.

(d) The ground-mounted equipment shall not have any flashing lights, sirens or regular noise other than a cooling fan that may run intermittently.

(C) The Wireless Equipment and Ancillary Equipment listed in A.R.S. § 9-591(19)(b) shall not exceed 36 inches in height in the right-of-way adjacent to the front yard of any property zoned single-family residential.

(D) Unless otherwise specified by City, a wireless equipment cabinet with air-conditioning (not a fan only) shall be enclosed by walls and setback a minimum of 15 feet from lots where the existing or planned primary use is a residential single-family dwelling.

(E) Electric Company Meter.

(1) All electric company meters shall be installed in the right-of-way or public utility easement. The location of the meter equipment shall have minimum clearance of three feet from private property lines and driveways for ingress and egress purposes.

(2) All electric company meters shall maintain a minimum clearance of six feet from above-ground utility cabinets and below-ground utilities, unless a greater distance is specified by another code or regulation applicable to the location.

(3) All electric company meters shall be installed in a location that does not impair or interfere with the SVE or SVT safety requirements of the City.

(4) The electric company meters shall be installed within a pedestal cabinet that is similar or equal to those produced by "Myers" or "Milbank" and shall be painted to match the color of existing ground equipment, facilities or walls within the immediate area.

(5) In the case where screening is not required, the paint color of the electric company meter cabinet shall match or otherwise be compatible with the color of existing ground equipment, facilities or walls within the immediate area.

(F) The above requirements shall be applied to all new small wireless facilities in the City’s right-of-way, whether for the collocation of a small wireless facility on an existing or replacement streetlight pole, an existing or replacement traffic signal pole, an existing or replacement utility pole, or installation on a new utility pole.
