(A) An Alarm Business (its representatives and subcontractors) monitoring Alarm Systems in the City shall maintain current name(s), emergency telephone number(s) and the addresses for all Alarm User(s); names and emergency telephone numbers for at least two alternate Responsible Parties for each Alarm System being monitored for residential Alarms and names and telephone numbers for at least four alternate Responsible Parties for each Alarm System being monitored for non-residential alarms.

(B) Any Alarm Business performing alarm monitoring services shall do all of the following when reporting an Alarm Activation to a Telecommunications Operator:

(1) Comply with all ECV Procedures as set forth in this chapter prior to reporting an Alarm Activation to the Telecommunications Operator; unless otherwise provided in this chapter.

(2) Provide ALL of the following information regarding the Alarm Activation, which includes but is not limited to:

(a) Type of Alarm: burglary, robbery, panic, duress or fire alarm;

(b) Type of Activation: silent or audible;

(c) Specifically describe location of activations (including zones): interior, exterior, north, south, east, west, front, back of the premises, window, door, motion sensors, etc.;

(d) All other confirmation information (glass breakage, witness observations, etc.); and

(e) If there are dogs or guns on the premises.

(3) Be prepared and able to contact the Alarm User and/or their Responsible Parties when an alarm dispatch request is made to deactivate the alarm or ensure Public Safety has access to the Alarm Site. The Alarm Business shall be responsible for getting someone (Alarm User, Responsible Party or an Alarm Business Representative) to respond to the Alarm Site to deactivate and/or repair the alarm within 30 minutes of receiving a request from Telecommunication Operators or Public Safety Personnel to do so.

(4) Provide current name(s) and telephone number(s) for the Alarm User and the names and telephone numbers for the two ECV persons contacted by the Alarm Company.

(5) Provide the name, telephone number and corporate address of the Alarm Business monitoring the Alarm and the Alarm Business staff member placing the call, and

(6) Immediately cancel alarm dispatch requests upon confirmation that the alarm is false.

(C) An Alarm Business shall establish procedures with the Alarm Users for communicating and accepting the Cancellation of alarms from Alarm Users and work cooperatively with the Alarm User to aid in the prevention and reoccurrence of false alarms. (Ord. 12-1252, passed 2-13-2012)
