In the absence or disability of both the Mayor and Vice Mayor, the Councilmember with the most seniority and who is available shall be Acting Mayor unless an Acting Mayor has otherwise been designated by the City Council. The Councilmember with the most seniority shall serve as the Acting Mayor until the Vice Mayor or the Mayor return to the City or are no longer disabled, or until the next regularly scheduled City Council meeting at which time the City Council shall designate an Acting Mayor if needed.
