(A) Imposition of Conditions. The decision making body may impose conditions on any approval as deemed necessary to implement the requirements of any federal, state, and/or local law, ordinance, code, rule, regulation, policy and/or guideline; to protect the public from potential adverse impacts from the proposed development; or to fulfill an identified need for public services.

(B) Time Limits on Conditions. Conditions shall be fulfilled within the time limitations set forth or within a reasonable time if no time limitations are specified. The failure to fulfill a condition within said time may result in the initiation or revocation of the approval, citation and/or such other enforcement action as the City deems appropriate.

(C) Failure to Fulfill Conditions. The decision making body may withhold a requested approval if it determines that previous conditions or requirements from a previous approval for the subject property have not been fulfilled, and withholding the permit would encourage compliance or is necessary to protect the public from future noncompliance.
