All sections contained in this chapter shall be considered a part of the contract of every person taking or using water from the public water system, and every person taking or using water shall be considered as having expressly consented to be bound thereby. All persons outside the City limits who accept water service from the City shall be deemed to have agreed to be bound by and shall comply with all sections of this chapter.
