(A) The developer or property owner causing an extension of water mains shall pay in full for the rights-of-way, the construction and installation of the lines, pipes and mains and all other appurtenances necessary for the extension.

(B) Any necessary increase in size of the water main extension pipe as determined by the City Engineer or Director, pursuant to City of Goodyear design and construction standards, and its proportionate cost may be paid by the City in accordance with City procedures unless such increase in size results solely from the exclusive use of any subdivision or tract development.
