No person shall operate, or permit the operation of, any motor vehicle of such weight or in such condition, or so constructed or so loaded, as to cause delay in traffic or accident or injury to any person, property or to the road or roadway. No person shall load or unload, or permit the loading or unloading, of a motor vehicle in such manner as to produce damage to the surface of the road, roadway or public property.
