§ 13-3-10 Violation and initiation of civil action.
(A) Civil traffic violations of this article shall be initiated and enforced as provided in the provisions of Chapter 18 of the Goodyear City Code or as provided below.
(1) A citation/traffic ticket may be served by:
(a) Leaving the citation/traffic ticket under the windshield wiper or otherwise attached to the vehicle; or
(b) Handing the citation/traffic ticket to the operator or owner of the vehicle if the operator or owner is present; or
(c) If the operator or owner is not present, mailing citation/traffic ticket by first class or certified mail to the address of the registered owner of the motor vehicle as shown in the motor vehicle ownership records of the state of registration.
(2) A summons and complaint may be sent by first class or certified mail to the driver of the vehicle or the registered owner of the vehicle as provided in A.R.S. § 28-1591, as amended.
