(A) Definitions. In this section, unless the context otherwise requires:

LOCAL DELIVERY means the delivery and pick up of merchandise, materials or equipment to or from a specific location not located on a Truck Route.

LOCAL TRUCK TRAFFIC means use of the roads by non-regulated trucks and by Regulated Trucks that are making a Local Delivery.

REGULATED TRUCKS shall mean any of the following:

(1) Semi-trailer when used in combination with a Truck Tractor.

(2) A motor vehicle designed, used or maintained primarily for the carrying of property other than the effects of the driver or passenger and includes a motor vehicle to which has been added a box, a platform or other equipment for such carrying.

(3) Single unit multiple rear axle trucks with a gross vehicle weight rating (GVWR) or gross combination weight rating of 18,001 pounds or more including dump trucks and cement mixers.

(4) Vehicles used in the transportation of hazardous material in an amount requiring hazardous material warning placards under any federal, state or local law or regulation.

RESTRICTED ROUTE means a segment or connected segments of streets, within the City of Goodyear, upon which Regulated Truck traffic is restricted or prohibited by posted signage.

SEMI-TRAILER means a vehicle that is with or without motive power that is designed for carrying persons or property and for being drawn by a motor vehicle and that is constructed so that some part of its weight and that of its load rests on or is carried by another vehicle.

TRUCK ROUTE means a street or connected segments of streets, within the City of Goodyear, upon which Regulated Truck traffic is directed.

TRUCK TRACTOR means a motor vehicle that is designed and used primarily for drawing other vehicles and that is not constructed to carry a load other than a part of the weight of the vehicle and load drawn.

(B) Designated Truck Routes. For the purposes of this subsection, the following roadways within the Goodyear City limits are hereby designated as Truck Routes:

(C) Local Truck Traffic Route. All roads within the City of Goodyear not designated as a Truck Route are designated as Local Truck Traffic only.

(D) Except as expressly provided herein, Regulated Trucks are prohibited on all Restricted Routes within the Goodyear City limits except when making a Local Delivery. In making a local delivery, Regulated Trucks must use the shortest route from a Truck Route to the point of delivery or pick-up.

(E) Exceptions. The provisions of this section shall not apply to emergency vehicles, garbage trucks, school busses, busses under the auspices of local or regional transit authorities, recreational vehicles, or to trucks operating under an emergency condition where alternative routes are not available.

(F) Violations. A violation of any of the provisions of this section shall constitute a class 1 misdemeanor and each occurrence shall constitute a separate offense. (Ord. 02-832, passed 11-12-2002; Am. Ord. 19-1412, passed 1-14-2019)
