(1) Knowingly open, remove or interfere with or tamper with, in any manner, any manhole, manhole cover or public sewer of the City.

(2) Knowingly divert or direct, or cause to divert or direct, the flow of water or any other fluid or foreign substances into manholes installed in the sanitary sewer system of the City;

(3) Knowingly enter into any City owned manhole or deposit any substance, regardless of form, into a City owned manhole or City sewer system.
