All sections contained in this chapter shall be considered a part of the contract of every resident of the City taking sewer service from the City, and such resident taking sewer service shall be considered as having expressly consented to be bound thereby. Customers outside the City limits shall, upon application for sewer service, comply with all requirements for sewer service as set forth in this chapter. (Prior Code, Art. 12-7) (Am.
