It is unlawful for any person:

(A) To deny reasonable access or interfere in any way with City staff in the discharge of any of their official duties, which include but are not limited to tapping of any sewer pipe, main or lateral belonging to the City or in the laying or connecting of pipe, main or lateral or in operation, maintenance or inspection of any part of the sanitary sewer system;

(B) To dig up, or cause to be dug up, any street or alley in the City for the purpose of connection with the sewer system of the City without first obtaining a permit from the City;

(C) To dig up any portion of any street or alley of the City for the purpose of connecting with the sewer system of the City to fail or neglect to place the street or alley in its original condition under the supervision of the authorized officers of the City and as required by the City.
