(A) Charges for sanitary sewer service will include a monthly wastewater base fee plus a volume charge for all City sewer customers.

(1) The monthly wastewater base fee shall be set by resolution of Council and volume rates.

(2) The monthly wastewater volume charge shall be determined as follows:

(a) Single-Family Residential Accounts. The volume of wastewater contributed by single-family residential accounts shall be set at the average monthly water billed during the immediately preceding months of January, February and March. Billing adjustments based on changes in usage shall be implemented in May of each year. If the Director determines that adequate meter information is not available for billing a single-family residential account, then the account will be charged an average monthly billing for that user class;

(b) Commercial Accounts. The volume of wastewater contributed by commercial and multi-family residential accounts shall be set at 80% of monthly water billing. If the Finance Director determines that adequate meter information is not available for billing a commercial or multi-family residential account, then the account will be charged an average monthly billing for that user class;

(c) Direct Metering. When a sewage meter has been installed, the sewer volume charges shall be calculated based on total volume discharged into the sanitary sewer system during the monthly billing cycle.

(B) Rates for sanitary sewer service shall be established by resolution of Council and Council shall provide different rates based upon whether the service location is within the City limits, outside the City limits but within the incorporated limits of another municipality, or outside the City limits and outside the incorporated limits of another municipality.
