(A) All bulk refuse shall be bundled and properly prepared for collection or disposed according to the nature and type of refuse as provided in this chapter.

(B) Bulk. Bulk service shall only be provided to residential accounts that have an active sanitation account. This service is provided and included in the monthly rate for this service. Collections shall include items that cannot be placed inside a container due to size or content. Material placed out for bulk collection shall not exceed five cubic yards per each collection. Bulk material shall be placed out for collection only when designated by the City for the pickup of the specific material.

(C) Excluded Items. Items excluded from bulk collections include, but are not limited to, pipe longer than four feet or greater than one inch in diameter, tires of any type, hazardous waste such as paint, oil, lead acid batteries, infectious and/or medical waste, concrete, cement blocks, bricks, dirt, rocks, pallets and household refuse, large auto and boat parts, and/or food waste. Any items resulting from any contracted work or services shall not be placed for bulk pickup, including those items resulting from work or services conducted on behalf of the customer.

(D) Bulk material should be set out after 6:00 p.m. on the day preceding collection, but may be set out up to seven days prior to the customer’s scheduled bulk collection day. Bulk material set out after 6:00 a.m. on the scheduled collection day may not be serviced.

(E) Manner of Placement. Bulk collection piles shall be placed in neat stacks no farther than four feet from the sidewalk or curb edge; or on the street parallel to the curb line and in such a manner that does not obstruct vehicle or pedestrian traffic. All piles shall be a minimum of five feet away from fences, cable junction boxes, electrical junction boxes, gas meters, water meter boxes, fire hydrants, mailboxes or any structure that may lead to property damage or injury.

(F) The City shall not be responsible for any property damage caused by improper bulk collection placement or the content of bulk set out for pick up, including damage from bulk placed on or near existing landscaping.
