§ 1-9-1 Effective date of repeal.

All ordinances of the City except those specially exempted in this article, now in force and effect are repealed effective at 12:00 noon on the April 26, 1989, but all rights, duties and obligations created by said ordinances shall continue and exist in all respects as if this code had not been adopted and enacted.
