A. The presiding judicial officer of the Municipal Court shall be a Municipal Judge, who shall be appointed by the Council. The presiding Judge shall be a graduate of a law school and must be admitted to practice law in the State of Arizona. The Council shall enter into a written employment contract with the presiding Judge. The presiding Judge shall serve a term of two (2) years and may be re-appointed. There shall be no limit on the number of terms the presiding Judge may serve.

B. The Mayor and Council shall have the authority to appoint such additional associate municipal judges as may be necessary from time to time. Such additional associate municipal judges shall have the same qualifications, judicial powers and jurisdictions of the presiding Judge of such court.

C. The presiding Judge shall have the authority to appoint hearing officers for civil traffic matters who need not meet the qualifications set for the Municipal Judge.

D. The presiding Judge may appoint such judge pro tempore as are required by the City Court and within its annual approved budget for pro tempore judges.
